Universal Design for Learning (UDL)
Universal Design for Learning is a research-based framework developed by CAST that guides the design of learning experiences so that every learner can access, engage with, and demonstrate understanding of rigorous content. UDL is explicitly covered in the IAAP CPACC Body of Knowledge under Accessibility and Universal Design.
Why UDL exists
Learners vary widely in how they become interested (the "why" of learning), how they perceive and make sense of information (the "what"), and how they organize and express what they know (the "how"). These differences are expected, not exceptional. Designing only for a narrow "average" learner creates barriers that later require individual accommodations. UDL asks designers to provide options from the start so fewer barriers appear.
UDL is related to but distinct from the 7 Principles of Universal Design. The 7 Principles apply broadly to products and environments. UDL focuses specifically on learning environments, goals, methods, materials, and assessments.
The three UDL principles
CAST organizes the guidelines under three principles aligned with brain networks involved in learning. Version 3.0 (released 2024) expands earlier versions with stronger attention to identity, belonging, joy, bias, and collective learning.

1. Design Multiple Means of Engagement
Engagement addresses how learners are motivated, how they sustain effort, and how they develop emotional capacity. Guidelines 3.0 emphasize welcoming interests and identities, fostering belonging, nurturing joy and play, and addressing biases and threats.

What this can look like in practice
- Offering choice of topics or project formats that connect to learner identity and goals
- Clear, meaningful goals stated in plain language
- Collaborative options alongside independent work
- Feedback that tells the learner what to do next, not only what is wrong
2. Design Multiple Means of Representation
Learners differ in how they perceive sensory information and how they construct meaning. Representation guidelines focus on perception, language and symbols, and building knowledge. Guidelines 3.0 also stress authentic representation of diverse perspectives and identities.

- Support decoding of text, mathematical notation, and symbols

- Connect prior knowledge to new learning
- Highlight and explore patterns, critical features, big ideas, and relationships
- Cultivate multiple ways of knowing and making meaning
- Maximize transfer and generalization
What this can look like in practice
- Same concept presented as text, diagram, short video, and spoken summary
- Glossary and plain-language alternatives for technical terms
- Captions, transcripts, and audio description for media
- Ability to change text size, contrast, and layout without breaking content
3. Design Multiple Means of Action & Expression
Learners differ in how they navigate, respond, and demonstrate knowledge. This principle covers interaction methods, expression and communication tools, and the development of strategic skills (goal setting, planning, monitoring).

- Vary and honor the methods for response, navigation, and movement
- Optimize access to accessible materials and assistive and accessible technologies and tools

What this can look like in practice
- Allowing a written essay, an oral presentation, or a multimedia project as equivalent demonstrations of mastery
- Keyboard-accessible interfaces and compatibility with assistive technology
- Scaffolded practice that gradually reduces support
- Tools that help learners plan, track progress, and reflect
UDL and accessibility together
Accessibility (for example WCAG conformance) removes barriers so content can be perceived and operated. UDL goes further by designing flexible goals, methods, and assessments that anticipate learner variability. Accessibility is a cornerstone of UDL; UDL is not a substitute for meeting accessibility standards.
